Avoiding Australian speeding and parking fines...lawfully!

Under common law, you are innocent until proven guilty.Period. Also, only another living human can accuse you of a crime, (not a camera or 'department'). So when the RTA (Roads and Traffic Authority) accuse you of breaking the 'law' and then straight away send you punishment in the form of a financial fine, without PROOF are they not operating lawfully? Also, only a judge can dish out punishment, and even then only after hearing evidence and seeing proof of an injured party.
